How much did GTA VI cost to make? The budget rumours, graded

Is GTA VI really a $2 billion game? That figure traces to messages attributed to the hacker behind Rockstar's 2022 breach, who offered no documents. Analysts quoted by Business Insider estimate $1 billion to $1.5 billion, and the $200-300 million 'water physics' claim has no source at all. Take-Two has never given a number. Every figure graded.

"The most expensive game ever made" gets attached to GTA VI so often that a number tends to come with it. None of the numbers comes from Rockstar or Take-Two.

Verdict: No official figure exists. Inference, Moderate confidence: analysts estimate GTA VI cost between $1 billion and $1.5 billion. Rumor, Very Low: more than $2 billion, from messages attributed to the 2022 Rockstar hacker. Rumor, Very Low: $200 million to $300 million on water physics alone, from a social media account with no source.

How much did GTA VI cost to make?

Nobody outside Take-Two knows, and Take-Two hasn't said. Publishers rarely publish per-game budgets, and Take-Two's financial reports don't break out GTA VI's development cost. The most grounded figure is an outside estimate: analysts quoted by Business Insider in May 2026 put it at $1 billion to $1.5 billion. For scale, GTA V's budget was widely reported at about $265 million in 2013.

Analysts work from what Take-Two does disclose, such as overall spending and studio size, so the estimate is informed, not invented. It is still an estimate, and we grade it an inference at Moderate confidence.

Did GTA VI cost $2 billion?

There's no evidence it did. The $2 billion figure traces to messages attributed to the hacker behind Rockstar's September 2022 breach, who claimed "over $2 billion" had already been spent. He offered no documents, and it was never clear whether the figure meant development, marketing or something else. It then spread through forum threads labelled as rumours, and lost the label along the way.

We grade it a rumor at Very Low confidence: the origin is a leaker's unsupported boast, and better estimates are lower.

Did Rockstar spend $300 million on water physics?

No source says so. The claim that Rockstar spent $200 million to $300 million on water, with a team of 20 engineers, comes from social media, most recently the X account VGT Gaming News in June 2026, with no stated source. Even the outlets that repeated it urged caution. It would also be a fifth or more of the analysts' entire estimate for the whole game.

What Rockstar has said about weather and water is about how it looks and behaves, not what it cost: Game Informer's cover story describes storms moving across the state, and the weather briefing has the detail.

Is GTA VI the most expensive game ever made?

Probably, if the analysts are right, but it can't be confirmed. Without a disclosed budget, "most expensive ever" is a reasonable guess, not a fact. What Take-Two has disclosed is the other side of the ledger: it ties its full-year forecast to GTA VI's launch, which is the earnings briefing's subject.

What changes this: Take-Two disclosing GTA VI's development cost, which is unlikely. Until then, every number is an estimate or a rumour.
